Game Freezing every 2~ seconds

Launcher is fine. When I play the game, the HUD tells me I have 15 FPS. (I can get much higher than that consistently) But it isn't actually 15 FPS, the game runs regular FPS (60+) for about 2 seconds and then freezes for 1, over and over. Anyone else?
