Bots can still buy boot upgrades
I was playing a custom game against Caitlyn on Twisted Tree Line today and she bought the red furor upgrade for boots fairly early on. It seems bots can still buy the upgrades, at least in custom games.

I think bots are still programmed to buy whatever they want, someone already discovered this when the bots bought a removed item and reported this but i don't think anything's wrong.
