Can't play ranked.

I have all the champs in the game and i played 3 days ago draft pick and so on. Today when i logged on the game says I need 20 champs to play draft or ranked but I have all the champs in the game and also played ranked and normal before.

I did try a repair and nothing was wrong was found with the files. Any help would be great Thx in advance
