Lissandra casted a claw and took the claw right on top of a Soraka silence circle and was still able to cast frozen tomb.

This bug exists since her rework from 2014, it has been reported multiple times already, noticed and acknowledged by riot, but it is still there. It has to do with the refresh rate of the silence. People have been complaining about this for ages now and Riot shows no sign of wanting to fix it.
