Can't Change Summoner Spells (Beta Client)

In my first match today I was unable to change my summoner spells. They were greyed out and when I hovered over them they told me I had to reach a specific level to use it (for example Exhaust as a level 4 Summoner.) This occurred in Ranked Solo/Duo Champ Select. I attempted to change them after the match was complete in a Custom game, but to no avail.
