Lucian Ult does minimal damage to creeps

So the other day i was testing out Lucian to see how he handles his most recent 5.23 nerfs. He felt alright till i tried shoving in a minion wave only to find my ult only capable of killing 2 minions. I re-read the tool tip and it clearly says that it should do 400% damage, not 4% to minions. That was around Level 6 or 7 and i didn't try it on creeps at 11 or 16 because i was afraid of wasting another ult in game.
