[CLIENT] League won't launch or update

Since a few patches ago, my League has not launched or updated. When I launch the game, I get the little update bar (see picture) but the bar doesn't progress, no matter how long I leave it. I have tried to uninstall and reinstall several times to no avail. I have also used the Hextech repair tool but that didn't help either.

Please help!

UPDATE JUNE 27, 2018

I found a fix. Go to C:\Windows\System32\drivers\etc and open the file "hosts" in notepad Then delete "23.74.24.114 l3cdn.riotgames.com" from the bottom then save the document and restart your client. If it tells you that you can't save the "hosts" file in that location, you can save it to anywhere else then just cut/paste it to the drivers folder.
