Smiteless jungles Bug ???, [GAMEPLAY]

My last 2 games have had the same odd occurrence... zero smites. Both games the jungler "thought" they picked smite in pre-game. The second game I specifically remember seeing smite chosen by my jungle In pregame but he ended up with exhaust instead. I know I am level 20 but I haven't seen a single jungleless teams for at least 3 or 4 levels now let alone two at the same time and now all the sudden I see 4 in two games back to back. Anyone else noticing this problem?
