So yeah, Thresh currently cannot buy Runaan's Hurricane. When looking at it in the shop it just says "Ranged Champions Only". You were able to buy it before preseason and its not like Thresh has been made melee considering Tiamat path items dont work either.
As a side note, Tiamat items dont mention melee only anymore, which kinda makes them "noob traps".
I don't think it's a good idea... to buy runaan's on thresh..
I also have this problem. I thought at first this might be by design, but when I bought a Titanic Hydra, the item did not give me the passive cone effect. I also checked the past few patch notes, and sure enough, Thresh had not been changed from ranged to melee.

So the real issue is that he's improperly classified as a melee champion. Tiamat is unpurchasable for ranged champions, but purchasable for Thresh.
Thresh isn't ranged.
