Reinstallation bug

Tried to play a couple games but there was a bug where I couldn't ban any champ, decided to uninstall and reinstall thinking it was just some kind of issue with the last patch. Every time I reinstalled though, it would pop up a warning that the data was corrupted and it couldn't reinstall tried it with the hextech repair tool after a couple attempts the second image I posted popped up. Dunno what I'm looking at or how to fix this.
