This item has been portrayed incorrectly for as long as I can remember. It says it gives +40% magic pen. However, it actually ignores 40% of magic resist. +40% is the same as multiplying by 1.4. In this case the subject is penetration, so you would multiply your penetration by 1.4 to get the new bonus, but the item does not do this. Otherwise it would only give a bonus when stacked with other pen items. For example, 0 magic pen multiplied by the 1.4 bonus is 0. If you have 18 magic pen, then with void staff, you should technically have 25.2 magic pen. This is not the outcome, and that is because the item mitigates 40% of any given enemies magic resist. It does not give +40% magic penetration. Riot needs to change the item description to ignores 40% of magic resist.

Please bump this for Rito officials to see. It has been annoying me for years that they don't know how to use % values correctly.

I think it's clear enough that flat and procentual pen are two separate things in League. Else it would be called something like "increases your flat pen by 40%".

It's not even incorrectly used because at the beginning you have 0% magic pen, and 0% + 40% is 40%. The only thing that might be incorrect is that % pen doesn't stack additive, but that is something else again.

You are confusing two things. Magic resistance is the numerical value, like 100. Magic damage mitigation is the percent value, as 30%. Magic penetration reduces your magic resistance by a certain amount. Void staff "gives 40% magic pen" means that it gives you the ability to ignore 40% of the enemy's magic resistance. If it said "increases your magic pen by 40%" , then it would be what you said about the 1.4 multiplier factor.
