Pings problem

Everytime i try to play the game,the champ select works perfectly fine,but when i go to the lane that's where my ping goes from 90ms to between 400/1800ms and keeps doing the "attempting to reconnect" sometimes the screen freezes for some seconds or just stay frozen the whole time till i shut down my laptop and it occurs in every single damn game,beside on league of legends i have been trying multiple games and they were all just fine,other than league,i've tried to fix it with the Hextech Repair Tool and tried everything but nothing seems to work for me,and it's just sooooo annoying at this point.[zombie-brand-facepalm]
