League of Legends Bug Failing to open properly 4.20-(current)4.21

Since patch 4.20 I've been having problems opening the league of legends client. When i open it from my desktop's icon it occasionally does not visually show itself on my screen not allowing me to close it or make any changes to it until i get on task manager and end all riot tasks and try again. Occasionally it works properly when I try, but I realized to a non computer savvy summoner as myself it may prove difficult having to restart their computer repeatedly to use league of legends. I'm hoping this can be seen by a Riot employee and brought to attention! Thank you for your time in reading this. GL HF

P.S. I'm wondering if I can just contact a Riot employee directly when I find bugs like this because when i find problems like this they usually aren't found for a patch or two
