Different Masteries

I was going to go into a ranked game but when I went to change my masteries while I was in champion select I had a bunch that I didn't recolonize nor could I pick them because I kept receiving an error.

Can anyone explain to me what the heck happened? Now I'm hit with the 5 minute wait time because I panicked and didn't lock in.
