Teleporting around but ping is fine.

Was noticing I would randomly stop being able to move for a couple of seconds in a normal game, so afterwards I went into an ARAM to see if it was fixed. This is what happened. Can anyone explain to me whats going on here. My ping was fine, but this looks like lag to me. Also sorry for my language in the chat/video, I was reasonable upset about this.
