Client Freeze in Champ Select [CLIENT]

Ever since about September of 2019, I have been experiencing a vast series of humongous freezes in the champion select screen that cause me to dodge the game frequently unless I get lucky enough to have it un-freeze when I'm up to select a champion. It can be as bad as freezing in Declare your Champion and barely being able to lock in at a suitable time or as harmless as freezing for a few seconds in Ban a Champion and being able to pick first pick smoothly. When it comes to the first problem though, it has caused me to dodge about 19 games within the past week and having to wait for constant deserter penalties is starting to get really aggravating. ESPECIALLY when my friends yell at me telling me that it is my internet when I consistently run through the match on the small chance that I do get in at 60ms-90ms internet speeds.
