Relic Shield +upgrades don't work

i was playing a game as and i went to auto a minion and the relic shield passive execute didn't work i had 2 stacks and my marksman it would fix if i walked out of range with relic shields range it would fix or if a champion entered the bubble if i would get a kill/assist it would fix the bug i did have the bandit mastery which im thinking is the problem i haven't done enough play testing to confirm it.

Not a bug.

Thresh is a ranged champion, and ranged champions don't get the execute. You need to last hit it to proc.

#LMFAO The execute hasn't worked on ranged champions since the patch after it came out like a year and a half ago

Wtf is with these "bug" threads reporting things that are intentional?
