[Client/Store] Unable to purchase name change with IP

In the Store, my client shows me not being able to afford the name change item for 13900 IP despite me having more then enough IP. No matter the value I have the balance shows -117 IP when I try to purchase it. When I attempt to buy it, the client shows the error message:

Unable to complete purchase. Please try logging out of the game-client and re-starting it before attempting another purchase. If

The rest of the message is cut off, despite restarting my client multiple times this problem persists.
