I wanted some help but even support page doesnt want to work

Just like i said i wanted to ask Riots about one of my problems. When i started the game my friend said that i will get some RP to buy something when i will be lvl 5 or 10 (i dont rly remember) But when i reached this level i get only 1 RP [sg-soraka] And when i tried to use league support its just doesnt want to work right...or im just too stupid to use it So if you know what is wong please help [sg-janna]
