Game stuttering, unique problem. help!

When I get in game there's no sound and the screen will constantly freeze every 4 seconds like clockwork. I've been through all sounds and fps fixes nothing worked, repaired client and nothing was found wrong. I can play in customs on all maps fine, this only occurs when playing public. I've searched the forums and help threads and haven't found anyone with a similar sounding situation. help?
