Potential Tier Restriction Bug?

I've found that if someone is on the suggested invite list, I can invite him or her and he or she is able to accept. I have also found that if someone who is silver creates the ranked game, he or she can invite both gold and bronze players to the same ranked group, and you can queue. Is this intended?
