(Bug) A bug in new Summoner's Rift when in the normal gameplay

When you in the new normal game and in the new Summoner's Rift, sometime when your champion A (attact) minions, they are not decrease health, sometime you think u can get minions kill, but you not, you take no damage for them. It happen every time when I was in game.
