Heimerdinger's cntrl 2 spam

I don't know if it was a bug, or if the spam was done on purpose, but you were able to spam heimerdingers "control 2" a lot, i jus played him for the first time in about a month, now i can't spam that. Was it patched? was it enver supposed to be there? i miss it honestly :/
