All right, so I was in a game playing Sylas, the enemy Jhin had electrocute. I stepped into one (1) of his traps, and when trying to get out of it, stepped into another. Neither of the detonations hit me, yet I got hit with electrocute.
Correct me if I'm wrong, but I'm pretty sure this is a bug.

Yes, Riot writes a lot. And the tooltips are shit anyway.
Hotarµ1 votesI think maybe(?) the slow + vision effects are counting as spell casts for the purposes of Electrocute. It adds up, too, because you take 2 hits from that and then electrocute activates the second you step on the 2nd trap. Just guessing though
All in all it should definitely be fixed but I really don't think it's that problematic ATM, nobody really runs electrocute Jhin and I can't see it being that much more useful compared to Comet/FF/Hail/etc.

The electrocute proc happens when Sylas walks over the second trap, not when he is hit by Deadly Flourish:
