NEW Q IS WASTING MY TIME. GETTING BANNED EVERY OTHER GAME

Okay, this has been going on since the new champ select came out. I just got another 5 min penalty for the clock running to zero without doing anything then I get kicked. Really don't like losing rank because of a glitch.
