Unranked DuoQ inviting bug

So I've been trying to duo queue with my friend, we are both unranked but we cannot invite eachother, I tried asking another friend who has no ranked record to invite him to play duo to see if it was an mmr/elo thing and he was able to invite him, anyhow, just reporting this here since I'm not sure what's causing it and I think it's a bug; So what happens is when you try to invite a summoner it tells you they should be between gold or bronze tier but he is unranked and so am I, so I don't know what the issue is, again, I asked my friend who has never played rankeds and he could still invite my friend. I wonder what's the issue.
