Diana cannot proc Statik Shiv

You cannot use Shiv's passive on Diana basics. http://matchhistory.na.leagueoflegends.com/en/#match-details/NA1/2109691275/222758586?tab=overview I tried to use it several times on minions and on champions and it never worked.
