Kassadin's E displays targeting cone even when uncharged [GAMEPLAY]

When Kassadin's E is uncharged, selecting it will still show the targeting cone. As far as I know, every other ability that puts up a range indicator doesn't do so when it's on cool down.

This makes using it really confusing, since it can be off cool down but not charged. It might just be me, but I wasted a few seconds during several critical team fights trying to cast if over and over again while it was uncharged.

Reproduction: Play as Kassadin, level up Force Pulse, press E to ready it. The targeting cone pops up, even though you can't cast it right now.

Kassadin is the only champ with an ability like this - one that requires charges as well as a cool down, and is a targeted ability. IMO the targeting cone shouldn't show up when the ability is uncharged,
