Massive packet loss while Ping and FPS are fine

Hello, I was wondering if anyone else has been having massive packet loss, although ping and fps are fine.. But I have immense packet loss for some reason. If anyone could recommend any vpn or any solution that worked for any of you, that would be much appreciated. I tried all Riot solutions and they're already applied, but no difference at all.

ISP is Te-Data, if anyone that can help requires any information I'll be around this thread for a while.
