[Gameplay] Sated Devourer Bug Exploitation

This Shaco play was super obviously and deliberately exploiting a bug with the Devourer. This thread is not about lynching them for exploiting or w/e though. Cheaters gonna cheat. This is about the fact he had the ability to. Why is this a thing with devourer? Why does devourer exist :(.

EDIT: Feel like I should add, EVERYONE could see the wolves, and it seemed to be causing multiple procs, but I have no way to confirm if it did proc multiplicatively. To be fair, this could have zero actual gameplay effect, past aesthetic.
