[GAMEPLAY] JarvanIV can still move while rooted

When you root JarvanIV (for example with Lux' Q), Jarvan can use his E-Spell and then his Q to move to the flag.

1. Root Jarvan IV
2. JarvanIV uses E
3. JarvanIV uses Q on the Flag created by E
4. JarvanIV moves

This happened several times in one game.
