Game keeps opening in windowed mode

I have been having issues with my game opening in windowed mode when i first launch the client after having it closed. I have tried multiple times to delete the game.cfg and persistedsettings.json while in a custom game with the proper settings I want but everytime I restart the client to see if it worked my settings have been reverted or changed to fullscreen instead of borderless.
