"Ineligible duo partner"

Okay so I was S1 last season, and now I'm S5 and was trying to invite my unranked friend (he was low silver last season) and it says that he's an ineligible duo partner, but he can invite me to a game. Is that a bug or what's going on with it? I can't host but he can lol

As an unranked player, his Elo is going to automatically place him around Gold 3. Technically, he is to far above yours to Solo/Duo queue.
