Allied Champion Ultimate Cooldown not showing up

A couple of times now the green circle that indicates an allied champions ult cooldown has been blank. First it happened with ryze then it appeared with a jayce. At first i thought the ryze just hadn't leveled it for whatever reason but when i looked at the stats it turns out he had. And obviously it's a problem with jayce.
