Ahri Q Speed Bug ? Slows

I played ahri for a good amount of games and I swear it isn't just me, but Ahri feels slowed when i toss our her Q. It is highly noticeable early levels. and I know it isn't just because of her changes. I watch her closely and her feet move slower and the distance i cover per second is slower then normal running. I play with my screen locked onto my character and even the speed of screen transition feels odd when i toss out her Q. I don't imagine I am going insane here.

Maybe it's something funny with the coding. It is much more noticeable early levels before having boots and other movement speed items. But as someone with a ton of games on AHRI, I can tell something isn't right.
