Locked Screen Offset Options Not Working

Setting the locked camera mode to any of the three available options has no effect, my champion remains focussed in the middle of my screen. Attached are a couple screenshots of my camera set to "Per-Side Offset".

I've tried unlocking and re-locking, as well as unlocking, moving the camera and re-locking multiple times for each mode, but they all do nothing. I've also tried repairing my League files to no avail.

I know they're coming, so to those thinking "just play with unlocked camera", don't waste your time.
