ezreal and ludian echo (the new item that sorta acts like statik shiv)

a friend of mine was playing as ezreal, i was considering what items may be good for him considering he is a bit of a blend of ap and ad. i suggested my friend to get ludian echo (could be spelling the item wrong) and he say's that it doesn't work, i think that is kinda of strange. every time he uses an ability it didn't go off and the point of the item is that when ya use an ability it suppose to go off right? anyhow he says that it kept at being stacked at 100 and im not sure if it happened to anyone else and i know this an oddly specific champ that the item is not working for, so im thinking it might be a one time deal but i thought i should make of mention of this somewhere. can someone test this out and see if it not a one time deal? id be much obliged if this post or so i made was answered back.
