Debonair Ezreal Locked After I Bought Him

A while ago, i bought Debonair Ezreal and played a bunch of games with him. Yesterday, i wanted to play ezreal and saw that the skin is locked now. I dont want to have to buy rp just to buy a skin that i already bought, but i did really like that skin. Is there anyway of me getting it back?

If you're missing content, please submit a ticket to Player Support. They'd be able to take a look at your account and see why you're missing Debonair Ezreal.
