Fps drop

Recently, Ive been getting random lag in games that makes everything in my game fall behind. It surprisingly has nothing to do with my ping, but my fps. ive made my computer go full performance mode, and dropped the quality of everything down to its lowest, but nothing changes. I experience all of these more than enough for it to make the game unplayable. Examples of this are

1: I throw a naut q and no hook appears, yet as everything is lagging i warp to whatever i hit as it all "catches up" 2: i last hit a minion and the minion dies. It shows no gold received and all minions (including their health bars) stop moving until about a second after i kill it. 3: In a team fight, ill go in with an engage and ill start running in place, as everyone around me starts doing the same. Then, after a couple of seconds, im either dead or running in whatever direction i started going before i froze. 4: Playing anyone with projectiles or traps (including barrels) are virtually unplayable. When i put down a barrel, nothing appears for about a second after i place it. While its lagging, the entire game does the same until it appears.

5: If an enemy is outside my field of vision, and they enter it right after throwing a skillshot, I will be unable to see the skillshot and the enemy until the skillshot either appears on me or to the side of me. (Morgana q is the best example of that.)

I dont know how to recreate this as ive tryed everything to fix it, and nothings worked. A couple of my friends have experienced this recently as well, even after the patch that said it would fix this. If this is just a problem with my computer, how should i fix this? Ive been playing every day for maybe 2 months and this has only been happening for the passed week. (Right after the most recent patch)
