League client won't let me ban

Every so often in the past few hours, I can't ban a champ. The League client doesn't even really freeze up, the ban option just stays dark instead of it's orange, and no matter how much I click it, it won't ban the champ. This might have something to do with me adjusting a mastery pre-ban, but I'm not sure. It's happened to me twice in the past two hours, and I've lost 13 lp over all. 13 lp might not be a lot to you, but that heavily affects the time it takes for me to climb, even more so since I want to get to gold as soon as I can. Is this a bug, or a PC problem? I doubt it's the latter since league has pretty much always run smoothly for me on the legacy client since it's change.

I am currently in a loop where every game I try to get into, I click on the champion to ban, it shows a loading wheel over the champion and I can't ban. I then get kicked and get to wait how ever long to get into a game.
