Everything is broken

Just tried joining a game, champ preselect appears but I was unable to select a champ, timer runs out and the client froze on 0 seconds, then eventually bans lock in when the timer runs out (of course I could not ban anyone cause I was still in champ preselect. Finally my turn to pick a champ, but the lock in button is greyed out, eventually the game forces me to dodge. I tried making a bug report, only to see the message "We encountered an error while trying to process your bug report. Please try again in a moment". I have tried it numerous times, the bug report page works just as well as the client.
