Kassadin Q Showing That It Silences

Kassadin's q shows the silence on enemy's that it is casted on for about .5 seconds, regardless of q level. Not sure if it actually silences the enemy but was very confusing and misleading to me. Also, after ulting, if casted immediately, e would cast in the opposite direction.
