I cannot create a discussion in PBE Discussion Board.

I just got a PBE account today, and I've been testing a few skins and champs. I found some bugs while playing and I want to report it. However, I came to realize that I cannot post in PBE forum. After I click "create a discussion" the web page cannot open. Then after I closed the web page, I try to get into the PBE Forum again. This time, I cannot even open the PBE Discussion Board. Can I have some help please?

P.S. Some bugs I found in PBE

1. Summoners rfit red/blue box. When I hover my cursor over a champion, turret, minion or any neutral monster, a red or blue box appear. Red if enemy, blue if friendly.
2. Azir movement animation before exiting fountain. After I enter the game and before the fountain barrier dissappears, when I try to move Azir around in the fountain, Azir just slides with no movement animation.
