All champions are locked and all previously owned skins are locked due to it. (client)

After the latest patch all of my previously owned champions have been locked, all my skins are locked, and it came up saying my masteries have been reset aswell. i have looked and found that multiple people have encountered the same bug over the last year or 2 and no mention of a fix or a reply from Riot themselves acknowledging it. does anyone know a fix or anything?
