Bandit Mastery working a little too well :P

I recently had a game in the 5.23 patch as a Soraka and I was bot lane with a Caitlyn. I soon noticed that the Bandit Mastery seemed to be working a little too well since I got +1 gold for every enemy minion that died and it worked when an ally did not kill it. I also got the sound effects too which I don't think come with the mastery (but I'm not entirely sure if it did previously). I'm pretty sure it's a bug unless the Bandit Mastery had been updated to let people get money off of minions that weren't killed by allies.
