Tower Ignoring Enemy Bug (MAJOR)

You can see Garen hits me well within range of the tower, even the minion is at the same distance, but at no point does the tower ever lock onto Garen. No, he does not leave turret range before the lock on has a chance to appear. This is a very old bug that has existed for over 5 years and I just came back after not playing for the last few years to see it is still rampant. I saw it at least four times in my other night's matches and decided this is getting out of hand and am posting a clip.
