[GAMEPLAY] Kai'sa AP "Q" and AD "W"?

[zombie-brand-mindblown] Maybe this was in a patch note that i missed but for some reason, The AD doesnt change anything to Kai'sa's Q and AP doesnt change anything for her W, I tried it in practice tool after realising it in game and no mather how much ad or ap I put it stayed that way.

Is it a bug or just a nerf I missed ? Also if it's meant to be that way would it be possible to take off the (+0) that apply to the wrong type of damage ? XD It's just confusing.
