[GAMEPLAY][PBE][Statikk Shiv] - Yasuo's steel tempest doesn't cause SS's critical lightning

I'm not sure I can bring up this issue on here but I don't have an PBE account. Anyway, I noticed that unlike on live sever ( patch 5.21 ), the critical strike of Statikk Shiv's lightning doesn't work properly with Yasuo's steel tempest on PBE. If this board is inappropriate for reporting a PBE-related bug, I hope someone will inform them of this bug instead of me. Thanks in advance.

Repro steps: 1.Choose Yasuo 1.Buy Statikk Shiv and gain 100% critical chance 2.Cast steel tempest at 100 charges

This is a great bug report. The image was perfect for communicating and proving the issue immediately. I'll investigate into this when I get into the office later today. But this should really be reported on the PBE boards :'(

I thought I was doing less damage on the PBE now I know why.
