EUW servers down?

I went into a ranked, normal champ select, everything was fine until...

"[System Notification] Your match will start soon. Please wait as we load up your game. This process should not take more than a few minutes." in yellow appeared before launching my game... and 15min later i'm still waiting. My midlaner said it happenned to him twice already, and the game never launches. Shouldn't this be a high priority? Or maybe just tell us about it with the yellow/blue bubble on the top left of the client?
