[CLIENT] Client shows no champions being owned

Was in an ARAM game when I noticed that I couldn't pick a skin for Rumble, when match ended I went into loot and tried to activate a skin for graves, however it said that champion was not owned. When I went into my collection tab, it showed that I did not own any champions, but still showed that I owned skins emotes, wards etc.

I attempted to both restart my client and log out and back in and neither worked.
